Human-in-the-Loop: Preserving Authority in Automated Drone Operations

As drone operations become more automated, the role of the human operator evolves. The question is not whether humans remain involved, but how their authority is structured within an increasingly automated operational environment.

Human-in-the-loop (HIL) design preserves human authority at defined decision points while allowing automation to handle routine tasks. The boundary between automated and human-authorised actions is explicit, documented, and auditable.

The spectrum of human involvement
Human involvement in drone operations exists on a spectrum. At one end, a pilot directly controls the aircraft in real time. At the other, an autonomous system executes missions without human input. In practice, most operational deployments sit between these extremes: automated systems handle flight execution, navigation, and data capture, while human operators retain authority over mission approval, escalation decisions, and operational go/no-go determinations.

The critical design question is where on this spectrum each decision sits, and how this is documented. A mission plan might be generated automatically, but require human approval before execution. An anomaly detection algorithm might flag an alert, but require human confirmation before triggering a response. A return-to-dock procedure might execute automatically, but log the event for human review.

Accountability and the authority chain
HIL design directly supports accountability. When the boundary between automated and human-authorised actions is explicit, it is clear who is responsible for each decision. This accountability chain is important for regulatory compliance, incident investigation, and contractual governance. It also supports organisational learning: when something goes wrong, the evidence trail shows not only what happened, but where in the authority chain the relevant decisions were made.

Designing for degraded conditions
HIL design must also account for situations where the human-in-the-loop is temporarily unavailable—for example, due to communications failure. In such cases, the system must have predefined fallback behaviours: continue the current mission segment, hold position, or return to a safe point. These fallback behaviours are themselves the product of human authority, defined in advance and tested before deployment.

The principle is that human authority is never absent—it is either exercised in real time or expressed through predefined rules and procedures that govern automated behaviour.
